Short of re-installing XP you can't but that's not a foolproof method either I would say. Someone with enough knowledge still could pull stuff off your computer.
Probably your best bet is to nuke the drive using this program that I found at Lifehacker http://lifehacker.com/5090567/dariks-boo鈥?/a> and then re-install XP if you want to give it away with an operating system.

you need to use a back up storage drive / media (flash drive / dvd or cd data burning as backup file / external hard drive or use a multiple hard drive *drive c: and drive d:)
step 1: transfer all the files to the backup storage drive
step 2: format the drive that is needed to be formatted
step 3: transfer back the file being transferred earlier.

you need to reformat your hard drive, that way it will be mostly clear.
do a system restore to the earliest possible date
reinstall xp
