Basically, i was assigned this computer, and as a safety measure, whenever it is shut off, everything on it is cleared. Settings, backgrounds, programs, everything. The only thing saved is a small 500 MB drive, the T Drive, which is set aside for me to save papers and such to. Its called a mandatory profile and a user cannot change it. Please the IT demi-gods for additional security rights otherwise live with it.
if this is a work/school computer - you will not be able too. it will be against policy.
