It is really hard to correct poor photography, although there are some methods to improve it.
Most can only be done in a program called ';Photoshop'; which costs a pretty penny. Another similar program is called Gimp.
There may be software that comes with your computer, basic photo studios that allow you to correct blur a bit.Is there any computer program that can make blurry pictures to clear ones?

Nope. That's science fiction that you see on TV and movies.
You can try sizing the picture down (ie resize) and applying a Gaussian blur in Photoshop (or something similar), but it will not be ';clear.'; It might get slightly better.
there's picasa 3, photoscape, photo plus se, gimp, adobe photoshop album starter edition and lots more. u just search for it on the net. i haven't tried any of these by the way, i just use hp photosmart premiere.
