How can you clear your hard drive without booting up the computer.?

So, I am thinking about selling my laptop for some spare change, but the laptop won't boot up. (I am mostly selling it for parts/for someone who has the patience to fix it) But because the laptop does not boot up, I do not know how to clear the hard drive. Remove the hard drive and slave it to your other computer. Then run a drive Wipe program to destroy the information.
