if you want to ';start over'; as you put it, you would probably want to format your harddrive and reinstall your operating system.
when you bought your system, be it a laptop or desktop, usually they'll send with it a reinstall disk.
you can do this one or two ways...
1st, have your computer turned on and just insert the cd into the drive. it should pop up automatically. click to install the o.s. at some point it should ask you where you want to install the new o.s., there should be an option to format the current disk, do that, then click on that same disk to install the new o.s.
or......
have the cd in the drive, restart the computer and boot from the cd, then just follow the same steps.
since it is a factory cd, all the drivers should be installed with the new o.s. install. if not, just insert the drivers and utilities cd and install the missing drivers.

You get your RAM back every time you turn on your computer. RAM is where things that are currently running are, and is ';cleared'; every time you shut down windows.
It's the nature of Windows to pick up RAM filling processes over time as you (intentionally or not) install applications. Most home users need to reformat and reinstall windows every once in a while to keep it running smoothly. So, now home computers always come with Restore partitions so you can easily do this any time you want.
So, to answer your question, YES a fresh Windows install will handle RAM much better.
To do this, I recommend first calling your computer company's tech support and ask for instructions on how to do a Full Restore. If they can't help you, maybe just get it ';professionally'; done.

Professionally clearing your computer is basically deleting all the info off your hard drive and has virtually nothing to do with RAM.
Computers use RAM to temporarily hold info that a program needs to run. Example:if I open Microsoft word my computer's task manager says that Microsoft word is using 12kb of RAM
when I close Microsoft word it stops using the 12kb of RAM freeing it up for other programs to access.
Hard drives and RAM use the same names for measuring how much ';space'; they have available so if what you are asking is really ';if i start over will it free up space on my hard drive'; then the answer is yes. The space on a hard drive is used for long term storage of computer files such as music, word documents, games, etc. so if your looking for more space for this type of thing then ';starting over'; or formatting is one option for you.
if your computer is running too slow or having problems running a program while you have other programs open, then the amount of RAM or the speed of the processor might be the cause.
